The Russian government said it will not guarantee any loans for a new pipeline project linking Siberian oil fields with the Sea of Japan. The statement was issued three days after talks on the pipeline between visiting Japanese Foreign Minister Nobutaka Machimura and Viktor Khristenko, the head of Russia's Industry and Energy Ministry.
